Abstract
Although our health care system is financed mainly through public funding, the supply of health care services is dominantly private. For this reason, health insurance finance hasn¡¯t been used properly for the health care services people really need. The public health care institutions also haven¡¯t been able to play an role as promoting publicity for health care
because there haven¡¯t been visions or role models about how to realize the ethics of publicity. The provider hospital has an advantage as to be a role model for hospital management to strengthen publicity for health care because it is involved with various interest groups such as doctors, patients, the insurer and government. Under the circumstance which lacks
understanding about a vision and purpose of the provider hospital, it has faced pressures to increase profitability and to realize publicity for health care at the same time. This study aims to find a model of hospital management to strengthen publicity for health care and seeks the way how to help the provider hospital to support the insurer.
